As Your Highness is aware it is stipulated

in Article 18 of the Canton-Kowloon Railway Agreement of March 7th., 1907, that the joint working of the British and Chinese Sections of the Railway shall be arranged by agreement between the Governor of Hongkong and the Viceroy of Canion.

At an interview on August 24th., 1908, informed by the Board of Communications that when the time came for the negotiation of a joint working agreement, Mr. Wel Han, the Managing Director of the Chinese Section, would be appointed to act as the Chinese delegate, and it was arranged that the discussion should take place at Canton with a delegate of the Hongkong Government and His Majesty's Consul-General.

I shall be glad if Your Highness will informi me whether Mr. Wei Han can now be empowered to conclude a joint working agreement, and at what date he will be authorised to commence the negotiations with the Hongkong delegate and His Majesty's Consul-General.
